IPX is a fairly old protocol mainly used by Novell based networks

It shouldnt really increase your framerate since ipx is more about the networkng protocol and has nothing to do with the rendering engine itself.

also can you tell me what -console and -novid does?

-noipx just disables using the IPX protocol, which was popular back in the day but almost no one uses it anymore so it won't 'break' anything

-console enables the console (using the ~ key) so you can input command directly

There is a steam support article with a list of common launch options, with a few listed for Rage as well
https://support.steampowered.com/kb_article.php?ref=1040-JWMT-2947

You will also find a list of command line options for source games here https://developer.valvesoftware.com/wiki/Command_Line_Options

-novid skips the intro video whenever you boot up a Valve game and -console enables the console right of the bat, from what I'm assuming
