Can't download HLDS

Hey! Neither me nor my friend are able to download the Half-Life Dedicated Server for some unknown reason. We're trying to download them from the "tools"-section of the Library in the steam GUI. The downloader gets stuck on "Preparing Half-Life Dedicated Server files for install...". After a few minutes of wait time we both get the error message; "An error occured while installing Half-Life Dedicated Server (connection time out)". I do not have any other problems with my internet, and since my friend gets the exact same message, i assume the issue is on your side of the line. Is there any information about this problem?

Well I fixed it some time ago by downloading SteamCMD. You can read about how to use it on this link: https://developer.valvesoftware.com/wiki/SteamCMD

i downloaded using steamcmd but when i ran hlds.exe it showed error so i tried agaIN FROM STEAM library same issue
