As for the Witcher 3 it is drm free therefore you create a desktop shortcut from the game exe and run it from there, not Steam.
Which is self inflicted especially when you know you have a metered connection.
I had a metered connection in the past and managed it across all the PC clients i had installed.
You can use the workarounds, that's it. Don't expect this to change, Steam is build around the core principle of automatic updating. I s even literally stated like that in the Steamworks documentation.
t's not "victim" blaming when the "damage" is self inflicted anyway.
It's fine to ask for an option. It's fine to want an option. It's not fine to lash out because you realised you signed up for a service that doesn't work the way you want it.
There is no way i and other can help with things they are made today, but feel free to play past gen game that was under 25gb. in total installation size, ( i and other has not explan this way before but now we need to, i doubt any app can help you with bandsize per month anymore then things almost double per 5 years in installation size. and patches in top of this.
Also why the other helper do say what they do. ( enough is enough with try stop update then you can't.)
You need to live in a remote location or moutain if you dont have other option then 1 or 2 ISP in your region.
It's the consumers responsibility to read such things. Not reading them doesn't change what's in them, after all.
That said, had you used the search function you'd seen that this is something that has been asked for since Steam came to be. And since auto updating is a core principle as Valve states it, that won't change anytime soon.
