A Game Keeps Trying to Update But Keeps Stopping

DeadOS for me keeps trying to update but stops during the Starting Download portion. I can't even uninstall the game as i get the "busy" error when trying to do so. Would simply uninstalling Steam and reinstalling fix the issue?

Start > Settings > Apps > click on game and uninstall. Or use Revo Uninstaller.

Didn't work. Got the same "Busy" error as if the launcher were still open. It's also still trying to update itself constantly but stopping on the Starting Download part. I might straight-up have to do a clean reinstall of Steam.

A restart actually allowed it to update properly. I'll definitely remember this advice for the future though. Much appreciated.
