Disk usage drops from 40 MBs down to 200 KB/S

I got a new hard drive because I was having issues on the old one with the same issue and at this point it is a dam waste of money and time, The issue isn't the dam drive.

I have 4 hard drives.

Steam is installed on Drive:C
New steam Library created on Drive:Q the brand new drive.
I have 32 GB of ram

Downloading path of Exlie 2 it was writing at 40-50 MBS then just drops like a rock ~20 minutes in to 200 KB/s


Things I have done that don't fix anything.

-Disabled Anti Virus
-Cleared steam catch
-unselected windows catch on all drives.
-set Steam as priority on task manager.
-installed steam on Drive Q.
-Deleted appcache
-restarted in safe mode with networking.
-I am Ethernet connected with 400 mbs download/upload speed.

I am out of ideas.

What is? Win7?
Think CPU lag or ram or both at the same time

Some games have really high compression. Like diablo4. It could be system lag like CPU, ram, network, and finally disk drives. All plug at once. That's my idea. Hope it helps.

OP, and we can't see free space left and ( do know steam default libry matter also ) steam can switch if it judge more free space at other drev.

and SSD is recommended but not a most have maybe, will effect performance doing install and game play.

+ you also need 200gb after the installation as free work space for temporary files.
