Though I can't prove it I figure Valve is rebooting servers in their datacenters across the world for any minor update, perhaps there are some steam updates that don't require restarting steam too.
The real fun is on Maintenance Tuesdays were everything goes nucking futs around 3PM Pacific and something is guaranteed to break for at least an hour. Other than that it could be your ISP, but thats the ISP's job to stay connected. If steam is up for most people then have your ISP come over and check your connection to the entire internet.
Funny though, as its usually ONLY steam that goes offline. Hmmm....
the interesting thing is when it comes out that steam is offline, i have internet it doesn't stop i monitor it only steam goes offline which is strange.
