Can't switch region to Canada, Steam support useless

I've been trying for a few days to switch my account country to Canada. I moved here a few months ago and all my accounts are now Canadian. I tried to make a purchase and to switch my account region to Canada, but there was an error saying that the purchase could not be completed. I've tried redoing the purchase several times, and I've tried changing the way I type my billing address (space in the postal code, abbreviating the street name, etc.) and nothing works.

I reached out to Steams support, but all they reply with are copy-pasted segments of the support FAQ on the topic. They tell me I must be using Steam from the region I want to switch to, that my payment method must be issued in the region and that I can't use wallet funds and such to complete a region-switching purchase. Good news! I'm following all of those rules. But the error persists. I'm not sure what to do next. Has anyone had any luck getting a problematic purchase to go through?

Do credit card also come from canada now, could be why old credit card info has not change, some credit card need to be activated, i do not know if this is the case but could be.

I also think there is a CD on the switch, but i don't remember how long that take.

Yeah, but we can't say things like that, that every human will cheat if they can get away with it, there is always someone that will not do that. ( also why security has been raised or tax flip nation is not allowed and you will get CD on the change.
