But interesting enough the file remotecache.vdf is still huge.
How do I force steam to forget its content? It's clearly saved elsewhere, because it pops up old content. Is there an option to remove remotecache.vdf file?

Ok, found a bug in steam forum, great! If I put file name followerd by question mark, then it's dected as url. Incompetent developers are everywhere. Call me if you need a competent developer, who is capable of covering with unit tests some basic API.

Steam cloud saving is Steam feature, isn't it? This is steam forum, should be a correct place to ask.
I am very strongly believe this is Steam problem. Devs were just unlucky enough that this happened to me with their game.
How can I synchronize remotecache.vdf or delete its entries? Upon deleting file with/without restarting Steam, with disabling/re-enabling steam cloud saves (in options of steam client) or game cloud saves (in options of game) the content of remotecache.vdf is staled and wrong!
What API call can make an app which are not even loaded???
I am not having issue with synchronizing game save after I've played. It's only Steam yet, that is trying to sync files from it's own storage. Game will start few moments later, yet there is already a problem!
