The system suspects commercial usage of wallet funds which is forbidden by the Steam Subscriber Agreement.
There were too many people trying to profit from market revenue by undercutting Valve through offering real money trading ("You give real $$$ I buy game X with wallet $$$ for you").
Contact support if you can't use a different payment method. They may lift the restriction, but if they refuse to lift the restriction, their say is final.
If they refuse to lift the restriction, you have to use an external payment method (i.e. credit card, paypal, ...) to gift to a friend, but can still use your wallet balance for your own purposes.
ohh so if i want to buy a game for my friend i need to use other payment methods?
