What I did was restart my PC in safe mode so no unneeded application will run. That allowed me to delete the steamapps folder manually and then reinstall steam in the now empty folder.
this is actually the first time you post this on steam form OP.
your post history tells a lot.
if you don't know how to use windows 11, you can go and look up a guide on how to use windows 11 through your web browser on your computer or handphone.
especially on how to uninstall programs.
p.s you can even asks someone who is good with computers to help you as well.

if my guess is correct, you got programs that are compatible with windows 10 but incompatible with windows 11.
remove those programs if you can't find a newer version that makes it compatible with windows 11.
anti virus programs are exception as you can run their live update manually.

can easily tell got programs in your computer preventing Steam from running.
