IDK WHAT TO DO
So this is my second time trying to write this 😑

A few minutes ago I tried opening steam after my pc updated to windows 11 and it wouldn't open. So I tried to uninstall it and reinstall it only for it to say that the "file destination has to be empty". So I try deleting the file and it says that something is open so I can't delete it so I try going to my (C:) drive and it won't let me delete the old files from Windows 10. I have no idea what to do and it's making me regret even updating my pc

So the uninstall did not happen? No need to uninstall steam.

What happens if you start the steam exe in the folder?

Do not delete the windows old folder as well. That is the backup of the old windows, which you can go back by clicking a button in the next few days.

I am guessing that the file you cannot delete is Wallpaper Engine which is somehow stuck there after your Steam folder got nuked but you can't uninstall it since you need Steam to uninstall it (but you can't install steam until the folder is empty.)

What I did was restart my PC in safe mode so no unneeded application will run. That allowed me to delete the steamapps folder manually and then reinstall steam in the now empty folder.

this is actually the first time you post this on steam form OP.

your post history tells a lot.

if you don't know how to use windows 11, you can go and look up a guide on how to use windows 11 through your web browser on your computer or handphone.

especially on how to uninstall programs.

p.s you can even asks someone who is good with computers to help you as well.

if my guess is correct, you got programs that are compatible with windows 10 but incompatible with windows 11.

remove those programs if you can't find a newer version that makes it compatible with windows 11.

anti virus programs are exception as you can run their live update manually.

can easily tell got programs in your computer preventing Steam from running.
