see steam network trouble shooting guide and other network guides, if this is to complicate then contact own internet service provider, thats actual part of ISP area, even if this is your own equipment that do it..

gl with contact steam support then, i doubt they see it as a steam issue at all, odds are this is a steam issue is so slim that win in lotto have better odds.

No you are lost, Steam is not a ISP and never will be, ask other tech person you know or support or pc user that might have skill enough to see what this is.
You have steam support and own ISP support, rest of the world can actual say its not our problem you have connections issue, problem is most ppl have never learn this part because noboby have ever told them such.
its here you lack the global network insight, if steam had this issue then within next 24 hours you will see millions complain over "kill my internet" and they will all write here or other new post.
