How to add a Steam Library folder
I saw this image:

But my UI looks a bit different. I have a drop-down menu with "Windows (C:)" and "Add Drive".When I click "Add Drive" file explorer pops up, and when I select the folder I want, (C:\Users\username\Steam) a steamapps folder appears in that folder, but nothing else changes. The path displayed is still C:\Program Files (x86)\Steam, and there's still only those two options in the drop-down menu.

Something went wrong while displaying this content. Refresh

Yeah, that's mine. I added comments to that effect in the description.
Recent change:
{ * } Seems this has changed slightly. It is now a drop-down menu that contains your library drives. After clicking on it to expand it, at the bottom is a + Add Steam Library selection which will take you back to Step 5 above."
I *just* put that infographic up when Steam was changed with the drop down menu, so I didn't feel like creating that all over again.

You are still limited to one library folder per drive. Since Steam is usually installed by default to C:\Program Files (x86)\Steam, you cannot choose C: again. You could move the entire Steam folder to a non-default location on C:, but that's not covered by the infographic.

Thanks.

How would I do that?

In regards to adding that location as an additional library you could follow this manual process to achieve that:
