EDIT: Considering you've written a review for it, yep, you own it and cannot benefit from shared DLC.
You also cant review games you play via Family Share.
So if you wrote a review for the game your account must own or owned at some point the game.
I'll delete the evaluation and try again see if does something :/
If you at any point in the past owned the game and deactivated the license it will give you the option to restore it.
But even that cant be the reason for the DLC not showing up, as long as the license is inactive the Family Share license is dominant and should grant you the DLC when playing it.
All very strange.
Here as an example, i played 40 hours of "Story of Seasons: Pioneers of Olive Town" with Family Share and when i try to publish a review for the game i get this error:
https://prnt.sc/TvqBDI0XThCo
Edit: Seems now you can leave a review on a family shared game. Just tried a test on my other account and the review posted.
