How to change the default download location? *please read the post before replying*
I recently reinstalled Windows and as a result, when I reinstalled Steam, it didn't recognize my games folder. I remember the way to change and add folders was very simple before, but something is broken, because the option is not there in the settings where it used to be. I can only add drives in the storage section, but even then it just creates a new "steamlibrary" folder.

I really would like to avoid redownloading everything. How do I make Steam notice my games that I already have in another folder?

Seriously, I have checked the official instructions, and the button that changes the folder path is not there in my steam settings. If you changed the settings UI, why haven't the instructions been updated as well?

After you click Add Drive, are you clicking the drop-down (highlighted in the image)? If not, click it then 'Let me choose another location' > Add

Click the down arrow on the drive at the top to show all drives.

The button there in that drop down menu just opens up file browser, and when I select the folder I want, nothing happens. My steam now really really wants to use default locations for some reason. I did not have this problem before.

I'll just give up and redownload everything. It really doesn't matter too much. It's just annoying. Thanks for everyone for trying to help! If someone from steam support is reading, check that your download setting menus work as intended!

Try adding the drive as if it did not have a library of games. Steam should create a new folder. Then Exit Steam. Now manually move the contents of the old folder over to the new folder. Start Steam.

Note that Steam only allows one Library folder per drive.
