Clearing download cache. Dont do it.
While this generic never works answer is thrown around loosely, nowhere does it state that it deletes any downloaded software so you have to start again from the beginning. This "fix" was suggested for another game that i had already downloaded. My other game that was 98% of the downloaded? All progress deleted. Sorry try again. I want my data back for your crap answer. How in the hell is deleting the partial download software of a game, that isnt even installed yet, cause and issue? It cant, BECAUSE ITS NOT INSTALLED YET. So why does this delete cache crap even exist? In what reality would non installed software cause an issue. Even with crap bandwidth, I can download any non steam game 5 times faster than what ever bs limit this game has. It makes no sense. Stop suggesting nonsense.

You mean the Clear Download Cache option in the Download section of the Steam Settings will clear downloaded data?

Clearing the download cache might resolve issues downloading or starting apps

What made you think it was only for some downloaded data and not all downloaded data?
I assumed it was installed downloaded data, not partially downloaded data, that hasnt been installed. Why would it? Like ive stated, its not the first time ive seen this generic answer for other issues but I decided to give it a whirl because it was suggested to fix a voip issue with an already installed game. Which it didnt. Fair warning to whomever is in the middle of downloading something else, dont do it. Its like that ridiculous microsoft paperclip suggested fixes for windows that never fix a dang thing.
I've never seen someone get so mad over a download, are you on limited data or something? Just download it again....

I am unfortunately, its only with steam that my downloads are limited to 50kb a sec. Everything else is anywhere from 260 kbs to 1.5 mps. Ive tried changing locations and all of that. Playing online games wasn't an issue until recently with Hell Let Loose when my voip stopped working out of the blue. So I redownloaded it recently and it still doesnt work. None of this would matter if the games that Ive downloaded lately weren't 30-80 gigs each. I wouldnt care if they were smaller games. Regardless of that, honestly has clearing downloaded cache fixed anything directly? Ive used the check file integrity function in the past and have it actually fixed a few different issues with different games. The download cache? Its one of many suggestions in a blanket of possible fixes that i think people overlook. It doesnt do anything that check file integrity cant do, except the latter works and has a purpose.

Why wouldn't one assume it is for all downloaded data, partial or otherwise? It doesn't specify what it clears so with that it is assume it is all. If my wife had a trunk with several bags of groceries in it and ask "Can you bring the groceries" I wouldn't bring in only the full bags leaving any partially filled ones in the trunk unless she specified only the full ones.
