Steam needs to be online to update. [DESPERATE]

Iv'e tried basically every single thing.
- did the ipconfig /flush dns thingy
- enabled my ethernet
- changed DNS manually etc.
the thing is i reset all my hard disks + SSDS on the computer
and re-installed the apps i want (steam, battle net etc.)
and steam start showing those messages...


Iv'e talked with the ISP and they're literally braindamaged and couldnt help me
on my knees if someone can help me with the situation
