DLCs activated using a CD key don't appear in Steam UI or get installed
I recently received two backer-exclusive CD keys from a campaign I backed a few years back, and they activated successfully.

However, neither DLC appears in the Steam UI, nor did they get installed. One apparently hasn't been approved by Valve yet, so I'm not too worried about that one, yet the other *is* released, and thus should be visible and installable. Some other backers who got the required tier confirmed that the DLC in question works on their end.

Furthermore, I checked SteamDB, and it shows that I do own both DLCs and have access to their depots, as they show up in green on the website, so the backend and client seem .

I tried contacting Steam's support, but couldn't since they removed the ability to create a manual ticket for anything that's not a refund.

I also tried clearing the download cache, verifying game files, and using Steam on another machine, but nothing worked.

Is there anything that could be done to fix that disconnect between Steam's backend and the clients ?

Right click on the game in your library, chose properties, then look on the DLC tab and click the checkbox next to the DLC you want to download.

As I mentioned in the first post, they don't appear at all in the client interface, which includes the game properties.

The DLCs are for Subverse. The currently-problematic one's AppID is 3341270, the other one (that's not approved/released yet) is 3341290.

I wouldn't call an AppID that is hidden for the public (according to SteamDB, and no store page for it) "released", to be honest.

You should contact the game devs.

Normally, it would be a simple Support request. But since the devs are doing something different with these DLC, your best bet would be to ask the game's devs.

Maybe this is of help?

Or better just to ask in that forum what your next step would be.
