Most images not loading properly as well as hovering on images glitches them out on steam client
Hello,
I've found a fix that might help others with most images on the steam client not loading properly and shown as black and/or hovering on the images glitching the images out. Clearing out steam's HTML cache might help, the steps to do so are as follows:

1. click on the bottom left of the screen or press the windows key to open up the start menu. Next type in 'File Explorer Options' an option should pop up with the same name (that also should be in your control panel), open that, then go to the 'View' tab and select 'Show hidden files, folders, and drives' then Apply and press OK.

2. After this, open the start menu as mentioned previously, and type in and click '%appdata%' to open up the AppData folder. It might open up the Roaming folder inside the AppData folder, if so, click on 'AppData' in the Address bar which is located between the Home tab and the folder's data descriptors (e.g. Name, Date modified, Type, Size) and go to Local then Steam then htmlcache.

Alternatively

use the windows and r key together to open up the run function and put in C:\Users\Replace with name of the user\AppData\Roaming\Local\Steam\htmlcache and press OK

Make sure that steam is exited out of at this point so that if there is/are any, all of the data/datum in the folder can be deleted, then after the htmlcache folder is open, if there is/are any datum/data select it/them and delete it/them.

3. Lastly, use the windows and r key together again and input steam://flushconfig and press OK.

Your steam should open up and hopefully load all images properly.
