Severe frame pacing issues on all games

About a month ago, all of my steam games started having severe frame pacing issues. I have been playing games on steam for a year prior, and never had any problems until now.

I've tried playing the same games through the Xbox app and they run perfectly over there. Iv'e tried changing Vsync settings, updating drivers, uninstalling and re-installing steam and all my games, nothing has worked. Even weirder, the issue resolves itself whenever I click on a different tab but returns when the game is focused. Changing between Fullscreen and borderless doesn't help either.

Does anyone have a solution besides getting a new machine?

RTX 4060
32 gigs DDR5 ram
2tb NVME SSD

Before getting a new machine, post the specs of your current one, can't really do too much without that.
