I don't think it's necessary anymore but maybe check if you're on the Steam beta version. Else it may simply be it can tell you're not in the same household.

What is the error message you get when you try to make your Steam Families group?
Or do you mean you are trying to join your brothers group?

The new family system requires that all members be in the same household.

i want share my library with my brother but i can t. the message is (Impossibile accettare l'invito nella Condivisione familiare. Al momento non sei idoneo a far parte di questa condivisione familiare di Steam, poiché la tua attività su Steam non indica che appartieni allo stesso nucleo familiare degli altri membri di questa condivisione familiare.)

Sounds like you're not living together, which would mean it's working as intended.

As long as you and your brother live in the same country and have your steam stores set to that same country, Steam Families should work.

But sometimes even though you meet all required measurements it doesn't work and comes up with the household error message.
A quick fix would be for you to go to your brothers house and log in to your steam account on his PC. Once your logged in start up a game for 5 mins and then log out your account.
Now you should be able to accept the request.
