When downloading games, "Network" and "Disk" are not consistent.

Someone please help me out here, ive been having this issue for awhile now and it wasn't really a problem since i used to have slow internet speed and i thought that was my issue but recently i have upgraded to a 1000Mb/s internet plan and that didnt seem to fix my issue. When i try to download anything on steam, steam proceeds to start downloading then stop downloading, start writing to disk then stop writing to disk and start downloading again it nevers seems to be stable it just keeps starting and stopping, on my older pc this wasnt a problem the download and drive worked simultaneously

I forgot to mention my SSD, it is a WD Black SN770. it's writing speed should be alot faster than what im currently getting

You need to search better for other steam post, helpers here seem to had enough of this current topic/subject, then noone has replied over 4 hours.

Feel free to contact steam support with it, then its every day a new steam user have this issue.

I have done this ofcourse prior to my message and it led to turning off "Write caching" and i have tried this but it didn't fix my issue.

I am also not sure how to go and find this exact problem, i have tried these forum and tried find on reddit etc but i can't seem to find the exact same issue, just very similar stuff.. i need someone with a little more computer knowledge than me that sees what's going on exactly with my disk and why its not performing the way it should be maybe some bios setting? i'm not sure, please check my screenshot i attached in my original post, you will probably understand better than my words(english is not my main language)
