You cant buy the Steam Deck in one region and have it delivered to another, must be the same.
You can also look into third party stores that resell new and used Steam Deck, those usually deliver to other countries. But from Steam direct the delivery address needs to be in the same country as the store region.
You need to switch store country at checkout by using a payment method registered in the country you want to switch to.
So a credit card, bank account, PayPal account and so on that is registered with a legit adress in the Netherlands.
