Well, you're already level 10 so you've probably exhausted the free options like the community badge. Beyond that, a large Steam sale still gives you 14 free cards (or 13? Not sure) -- so you can make one level of the badge per sale for free.

The Christmas sale, or the preceeding "nomination event" might also give you more opportunities for free XP; we'll just have to wait and see.

Use steam trade bots or just trade profit. The bots should offer a Quick and cheap way to lvl up (11 or 12 sets for 1tf key)

Your options as follow.
- Buy cheap trading cards from market place, look for badges that need only 5 - 6 cards to craft badge.

- Trade with others for the cards, as they ask for something in return.

Please be aware there lots of scam sites online so never enter login details on 3rd party sites, even if it looks like steam high chance it's not hence the point.

His community badge isn't maxed out. It's (currently) at 100xp, and maxed is 500xp. That's should be 2 more levels right there. He needs to finish up the task list.

Yeah, but on the positive side, there isn't much use for it either.

You need to be level 5 or 8 (don't remember) to participate in the sale-stuff, but at level 10 that's already covered. Other than that, I don't remember anything that's level-gated.

Valve usually hands out a few hundred XP for free each year, usually during events. Valve wants you to stay engaged with the website so you make impulse buys. Play along and stay engaged. The more time you spend interacting with Steam, the more opportunities you'll find to get free XP.
