The Christmas sale, or the preceeding "nomination event" might also give you more opportunities for free XP; we'll just have to wait and see.
- Buy cheap trading cards from market place, look for badges that need only 5 - 6 cards to craft badge.
- Trade with others for the cards, as they ask for something in return.
Please be aware there lots of scam sites online so never enter login details on 3rd party sites, even if it looks like steam high chance it's not hence the point.

Yeah, but on the positive side, there isn't much use for it either.
You need to be level 5 or 8 (don't remember) to participate in the sale-stuff, but at level 10 that's already covered. Other than that, I don't remember anything that's level-gated.
