I recommend you secure your account, stay away from those scam third party sites, and then try again, however if it's been over 5 months your chances aren't very good. Refunds are accepted within 2 weeks of purchase and under 2 hours of play time.

If not and you didn't get notification, it means that your account is compromised.
If the answer is yes your account is compromised snd the scammer is closing the tickets.
How did your account get compromised? Through the known skin scam site your are advertising in your profile name.
Do all the following NOW to secure your account.
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key at https://steamcommunity.com/dev/apikey (there should be NOTHING in the APIKEY)
Onve done resubmit the refund request.
Explain your account was compromised and the scammer was closing the tickeys.
