It won't tell why i can't trade

I've done alot of research on why i can't trade and i don't get it i've done a trade in the past but all of a suddon it doesn't want to work i have steam guard, my account isn't limited, i have no bans, Family view is off. i just don't understand can anyone help me or does anyone have the same issue?

You won't find any official documentation about it.

The unfortunate part about the new profile name change trading cooldown (4 hour cooldown every time you change your profile name) is that page (linked below) will only state, "we have confirmed your account is unable to trade" generic message. Leaving people wondering wtf is going on.

The error while you trade during this cooldown is error (34).

It took a while earlier last year to figure out Valve silently added the new cooldown.
