Download finished notification

Hey guys. I have a quick little question that has been bothering me for awhile. If I remember correctly Steam gave a little notification when it finished downloading a game in the form of a little popup in the right corner. This notification isn't showing up for me anymore, did they remove it from the Steam client?

Is it something you can set yourself? I don't see anything related in the settings window.

They did not. It still pops up.

I just tried installing a game. The popup does come up at the right lower corner but disappears after about six seconds.

This is the first result on Google. It worked fine but then I got a new computer and now it doesn't work at all. Searched in the settings for this but couldn't find anything.
