How do I download a game while playing a game?

Clicking download doesn't do anything.

Oh I just tried it out, although Steam took out the Pause button, you can still download it. I launched the game then tabbed-out and just pressed Install. I'm not sure if it's just because I'm using a Steam hub but are you sure you can't download games in your library just by right clicking it and pressing Install game? That still works for me.

When I launch a game all the downloads pause, and they won't unpause until I exit the game

As suggested before, try Alt+Tab. It should allow you to cycle through any open programs; even while in-game. On Windows 7, pushing the Start button (Windows button) gets you out of some games too. Although, I think it's a little different on Windows 8, I'm not completely sure. :\

Instead of installing and then entering the game (and resuming), start the game, tab out and then install the game. It worked for me.

Don't click the resume button. That's not doing anything now. Instead, across the game title, there's an option to "Move to top of queue." Click it, that should resume the download.
