Thanks to this link to a long and forgotten solution, I've been able to get my game running at max fps for hours upon hours:

Solution:
If you have any Logitech Devices such as a G-Series Mouse or Keyboard, yes even the older ones, it turns out the the developers over at Monolith, never bothered to patch or update an issue where the polling rate of the G-Series products would cause the game to become extremely stuttery at ranom points.
So because of some squabble where we the gamers get screwed in the end, Logitech and Monolith abandoned the issue.
What do you do? Simply go into Device Manager and disable any and all HID-Compliant devices under Human-Interface Devices categeory. Now I did notice I was able to leave some on and still get my desired gameplay.
The main ones you need to focus on are any HID-Compliant devices related to your Logitech Devices, and this can be done by trial and error. Now don't confuse this with "USB Input Devices", as those you can leave on. And for those of you like me may or may not use a Logitech Bluetooth Unifying Reciever, you can disable all but ONE of the HID-Compliant Device Drivers of the Unifying Reciever, again this is figured out by trial and error.
If you have corded accessories then you should be able to indiscriminately disable all HID-Compliant Devices and not worry but again I tell you, do NOT disable USB Input Devices, those are different and are required for many of your USB Devices to FUNCTION.
