I wasnt flooding it was proper discussion :)
So... if you're a bad actor spamming and flooding and you can just rotate around forums to effectively bypass posting limits. Don't have to be a genius to think of that in three seconds. The limits are system wide, Steam is the system, all the forums and communities exist within Steam.
Sneak preview into software development. Users can't be trusted. You have to account for everything they might do. Which is often a lot more than regular users assume, imagine or understand on their own. And people have this amazing habit of assuming that if they don't understand it, must be dumb, stupid, or weird. :)
