It does not matter if you uninstall a game or even remove it from your account.
Once unlocked achievements stay unlocked and are recorded on your Steam profile.
What about Play Time? Surely that would be wiped? No?
Where do these assumptions come from?
Only the game files are affected by uninstalling games. A lot of times save games are stored somewhere else and those remain. Game configurations might be stored outside the game's main files too and could remain behind. Depending on your modding schemes mods might persist too. And that's stuff on your system.
Most of the things viewable on Steam like achievements and play time aren't being read by from your local PC. Changes to your local PC won't arbitrarily affect them. it's kinda like asking if you delete Chrome will all your gmails be erased? The answer is no, for the same reasons.

That's not what is being asked.
who cares , then steam do not care. ( steam is not going to clean up after you OP.) its status on profil from a game. ( steam will be flooed with users request that need soething fixed, also why they will not raise a issue with it as fare we know here.
but that doesnt change the average achievement% value + you can not delete the playtime and refund, thats doesnt work.
and where do OP get the idea uninstall a game will erase its activement.
