Steam overlay and shortcuts not working

Since the last update, my shortcut keys for the steam overlay and screenshots aren't working, even thought I've verified them in the settings. Also, the pop-up notifications and FPS counter are HUGE now and I can't figure out how to change it back to normal.

Any ideas what's going on or how to fix it?

i can't help/provide a solution, just saying i noticed as of this morning i have no control over whether the steam overlay is on or off anymore. the checkbox for it is grayed out/inaccessible. this is a first in many years of using steam for me.

The Guide page in the steam overlay doesn't open Guides, The Discussion button doesn't open discussions. So there are many issues with this latest client update (non beta).
