Paypal has issued a chargeback from Steam in error, what can I do?
Somebody hijacked my Facebook account last month and installed themselves as an admin on my Facebook ads page. I thought I resolved this but noticed $800 in charges from Meta today. I contacted Paypal to refund the payments for that period, but it accidentally included a Steam transaction in there. It seems like Paypal issued refunds for that whole day instead of just the Meta payments.

Paypal has already issued a chargeback. It was accidental and I want to make good, especially if it puts my Steam account in jeopardy. What can I do provided this is still very fresh (chargeback issued <5 min ago)? What happens to my account?

Ask PayPal to reverse the chargeback and then contact Steam Support.

Contact both Steam Support and PayPal Support and explain the issue.

Steam Support will expect the chargeback to be reversed otherwise if not it will result in an account lock.

Paypal is insisting there's no way to cancel the chargeback as it's already done. I inquired about reversing it (in case wording matters in banking, canceling vs. reversing) and they still insist it's impossible. I did send a support ticket to Steam but I also Googled around on Reddit and my situation looks very grim.

PayPal doesn't reverse chargebacks as per their own policies.

For what it's worth, this is one of the many reasons I deleted my PayPal account. Don't know why people still use that garbage when stuff like this happens.

OP, I would say your only hope is to keep bugging Paypal and try to escalate it every time you do. Their customer support is garbage, but you might get lucky.

It's so frustrating because in the Paypal dispute center, I stated the Meta payments were fraudulent. Since they were all done on May 9th, they chargebacked that entire day, which caught a Steam payment in the crossfire.

Spoke to Paypal support, they insist it's impossible to reverse. I asked them to escalate and that it should be standard fare to reverse, and they insisted a further three times it cannot be done, nor would they escalate past level 1.

From now on, I'm not going to use Paypal if it can't be resolved. I only started using it because at the time you couldn't use a debit card as a credit card in Canada like you can in the US. Within the last 8-9 years this has become the norm so Paypal doesn't serve a purpose for me anymore.

This was not done by Paypal without the users request.

How would Paypal know the user made an error.

Sorry for the error, that "I" should have been "It". I'll correct this in the OP.

When I selected one of the fraudulent transactions to dispute, it asked me to leave a comment and I mentioned many other Meta payments were also fraudulent and listed their numbers and transaction IDs.

Instead of chargebacks issued for all the Meta payments, they issue them for the entire day.

I Googled around and saw Steam forums and Reddit posts saying anywhere from 3 weeks to 9 weeks to permanent in some cases. I think I've exhausted Paypal's help and now the ball is in Steam's hands. It's so nerve wracking worrying about what's gonna happen.

It was like this for a long time:
You got told to fix the chargeback before 9 weeks. Otherwise what was for 9 weeks, stayed. Many people misunderstood the warning, thinking after 9 weeks it will be solved.

Later i heard, its not becoming permanent anymore (for single happenings). I am not sure how it is now, but the statement could explain why it changed.

You should let steam know that you can not fix it with paypal to your knowledge. And ask what to do.

Yeah, I've been very transparent, taking screenshots of correspondence with Paypal. With thousands of games and hundreds of transactions over more than a decade, I hope it's implied that it's clearly a mistake or error and not done in malice. I just hope they get in touch soon.

All that happens now when the "timer" expires is that the temporary restrictions lift and that particular payment method is banned from being used on Steam. The account won't remain permanently locked or anything.
stratzilla May 15, 2023 @ 12:35pm
Just as an update, the dispute finally hit Steam's system and I got an automatic 4 week account restriction. If anyone is in a similar situation to me in the future, I hope this info helps.
Ettanin May 15, 2023 @ 1:51pm
You must ask Steam Support to provide an alternative way to amend the charged back purchases (i.e. via credit card). However, you'll likely no longer be able to use PayPal on Steam afterwards.

If you are still unable to amend the chargeback within these four weeks, the consequences can become more dire.

What if I am unable to reverse the chargeback?

If a chargeback cannot be reversed by working with the financial institution associated with it, please contact Steam support for further assistance.
