So the games will always download everything, including all DLC , even if you dont own them or have them deactivated.
Thats something the developer decides how to handle.
Not much you can do about it.
All the other DLC, Multiplayer, Spec Ops and Survival are not required.
Warzone 1 with the campaign is about 120GB total space on disk.
Yes. I thought game would only 28GB when I download and install when the other DLC deselected.
I used Battlenet before. They Download and install only the selected DLC's. If we select only Campaign 28GB, it will only download 28GB. I thought that will work on Steam too when there is a DLC selection option.
I only campaign mode. It's only 28GB. But it's downloading whole DLC's (107GB) even when I deselect other ones. Please check the screenshot
The difference between the two versions of the game is that on Battle.net , you can download everything or only what you want (with a couple exceptions) but on Steam, you can not opt out of downloading Warzone 1 even though it is not available on Steam.
I know what you see and I know what the game on Steam does. Blame Activision.
Like i wrote, it depends entirely how the developer has set up the data. In some games it works as you described, in others it does not.

But, Why don't Steam fix this?
It isn't something Valve can fix. All the games tied with Warzone 1 do this on Steam.
Activision needs to communicate this to its customers but I wouldn't hold out for that.
