DLC Selection Not Working
I only play campaign mode every game I own. When I deselect other unwanted DLC's, it won't work. Still downloading the whole DLC's. This is causing my metered web connection and also unable to install the game after download.
Every game I own (COD MW, MWII, Vanguard & Cold War) have this issue.
Uninstall and reinstall the base games didn't work. Also tried format and reinstall the Windows too.
Contacted Steam Support and they suggested to post the issue here because they couldn't provide a specific fix.
I don't think this is the game issue.

I used Battlenet before. They Download and install only the selected DLC's. If we select only Campaign 28GB, it will only download 28GB. I thought that will work on Steam too when there is a DLC selection option.

The difference between the two versions of the game is that on Battle.net , you can download everything or only what you want (with a couple exceptions) but on Steam, you can not opt out of downloading Warzone 1 even though it is not available on Steam.

Many games have the DLC content integrated into the main game data.
So the games will always download everything, including all DLC , even if you dont own them or have them deactivated.
Thats something the developer decides how to handle.
Not much you can do about it.

What's exactly the issue? Your screenshots show everything is working as intended. Or did you assume that this game would only be 28GB when installed? If you do think that, you're quite mistaken.

Even though Warzone 1 is not on Steam, you still need to install it with the campaign itself. Stupid, ain't it?

All the other DLC, Multiplayer, Spec Ops and Survival are not required.

Warzone 1 with the campaign is about 120GB total space on disk.

Yes. I thought game would only 28GB when I download and install when the other DLC deselected.

DLC is additional content. The campaign still requires the actual game to be installed.

Like i wrote, it depends entirely how the developer has set up the data. In some games it works as you described, in others it does not.

But, Why don't Steam fix this?

It isn't something Valve can fix. All the games tied with Warzone 1 do this on Steam.

Activision needs to communicate this to its customers but I wouldn't hold out for that.
