Game File Transfer over Local Network - PC to PC
I am trying to set up my main rig and laptop so they can transfer to each other, mostly so I can use my rig as mass storage and then transfer whenever I want to the laptop.
I have enabled the transfer over local network setting on both machines and even used the beta launcher in case that was still required.

When I try to download a game on the laptop that is on the rig (with both machines having steam running) the laptop only downloads from the internet and a transfer is never started.

Both machines are connected to the same router and I even opened up port 24070 for TCP connection but nothing has worked, is it not possible to transfer from one windows pc to another?

Note:
The setting for "Game File Transfer over Local Network" only says "Allow transfers from my own PC" while most people seem to have "from/to" is this just a wording change or is something configured wrong?

As far as I'm aware yes, the only thing that seems off is that one of the accounts says "No Internet Connection" but I believe that is because the same steam account is logged in on the opposite device.

Since, even in this state, both devices can see each other to stream games I assumed this was not the issue.
