Steam purchase bar at zero, even though I've spent 15+ dollars, can't access market

Hi, I can't access the steam community market but want to. I don't have a credit card so I've been getting gift cards through my friend and paying them back. I bought CS:GO prime, and Don't Starve Together, which is is like 16 dollars, and I still can't access steam marketplace... Why?

how was the money added to the account? gifted funds from another account do not count even when spent.

games being gifted from another account do not count either

the restrictions are not lifted instantly anymore, it takes a few hours after meeting the requirements. the market becomes available 1 week after unlimiting the account, but you must make a purchase from the store or add funds to the account once a year to keep access

You have to spend your own money, not wallet credit someone else gifted to you.

How do I gain access to these features?

You will need to spend at least $5.00 USD within the Steam store. Click here to view your current limited user spend.

Some examples of purchases that grant access to these features are:

• Adding the equivalent of $5 USD or more to your Steam Wallet
  
• Purchasing game(s) that are equal to $5 USD or more from the Steam store
  
• Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account
  
• Purchasing a Steam gift that is equal to $5 USD or more from the Steam store
  
  

  (Receiving a Steam gift or digital gift card from a friend doesn't count)

Add wallet funds from a physical steam gift card.

Sure, use a payment method that does not require a credit card. There are quite a few though.
