Steam connection cutting out in the last 2 hours. Google chrome browser won't load any page;

Did Microsoft rushed the plan to stop for completely any attempt to continue to be online on the internet to Win.7-Win.8 users today?
My internet network icon is not showing any loss of connection. I thought it was Steam community and stuff alike were having issues but seems like not even google chrome browser respond to any simple action in load to Bing, Gmail and etc.

I can at least tell, it's not about older Windows versions. Running on 8.1 here, and so far having no issues.
Don't have the browser from google to check that one.

Tried internet browser. No response either. Steam domain keeps cutting out, functions to go to discussion takes forever. None of this was not happening in last night or in the last 4 hours, only about 2 hours from now.
Facebook, Bing, Steam, any attempt to open internet pages will hang like they didn't exist. But on Steam client have been consecutively having drops in ther connection, slowdown to load community, store and profile which I thought it could be another Steam maintanance but affecting Internet, and Google Chrome browsers too and every other website?

Tried now through Steam overlay and if I attempt to open youtube through main google page, an issue is described as 'no apps cannot be loaded, try again later''. Loaded now after 2 minutes, but there still no response in loading them. Not even google translator.

Got the Steam site loading fine on Firefox and Opera here as well. Any secondary browsers, you could test? It really sounds more like your internet has issues.

The weirdest thing is I restarted the PC, reset the cable from the modem for 30 seconds. The icon on Windows 7 show no problem but I don't know all the sudden is happening by today.
I noticed Steam domain have been suffering many drops outs in the past two weeks but affecting browsers and any other website page?

All I have are Internet browser, Google Chrome browser. Steam overlay connect to chrome platform.

I have a similar issue. Steam has severe trouble connecting, and if it does I can't download any games or updates, just gives me a timeout or no internet connection error.
At the same time Firefox and Internet Explorer stopped loading any sites, while Google Chrome and Microsoft Edge work just fine.

Oddly weird indeed. But in my experience what I've had trouble was with Google Chrome and Internet browsers. Late yesterday, after getting resetted once the modem router. Everything worked fine.
It was for sure one wacko thing to see...yes it was. Should I be worried? Yes, so I went to modem settings and change, the login and ticked the filter in 'firewall options to turn on protection against 'ip fragmented packet'. If that involve malicious network packets, this change should give a bit more of ensurance, right? I've operating paid Kaspersky protection but still, the device is protected but never occurred to me that I was suppost to give the same attention to modem rules.

This issue happened only yesterday but today ran fine although about now. Just now I'm getting these issues E502 L3 error attempting to go to community and reply you back. It occurred 3x times animated screens.
About an hour ago Steam conectivity showed no interruption. It was at this right moment only. But this E502 L3 error have been bothering couple users on Steam for a while now.
