You don't need access to the email, phone or password currently tied to the hijacked/hacked account for this to work. Just pick the "I do not have access..." or a similar option when asked.

There is only 4 options:
- Recovery from your email
- Recovery with your email (Password change)
And 2 options with steam guard
So you cant identify the account?
Check your old mails, maybe you will find one from Steam with username or used email.
Did you buy any game on Steam? In that case you should have the invoice. Check them for username.
OP doesn't know the account name, so the guide can't help in this case.
Just having the original CS box + key is not enough.
If you sent an email to that address, you should have received an answer telling you that they don't read emails.
