Its a mix of factors, one is how many games you have that are eligible (no card drops remaining) for a booster pack drop and your Steam level. The base chance for a booster drop raises 10% every 10 Steam levels.
Thats 10% raise of the BASE chance which nobody knows how low it is.
As an example, with about 2500+ eligible games and level 317 i get a booster pack drop like once a week but can also be 2-3 weeks.
With your Steam level and the amount of games you own its most likely many months between booster drops.
A booster gets created every time someone crafts a badge from a trading card set for that game, then someone eligible from ALL STEAM USERS randomly gets a booster from that.
So for games that are very popular and have many copies sold your chances are actually LOWER to get a random booster drop.
95% of the boosters i get are for cheap games i got from bundles and such because the possible receiver amount of users for a booster is much lower.
