Steam Wallet and Update saved billing info question
Apologies if this question had already been answered but I'd spent an hour and a half searching for the answer without any success.

I have funds in my Steam Wallet. I use Paypal to fund my Steam Wallet. I tried to use the wallet to pay for an online game subscription. Steam wanted me to update my billing information. Ok, that is fine with me. I understand Steam needs my billing address for tax purposes so I don't mind entering in my billing information, but in order to update my billing information, I have to provide a credit card number. The reason I use Paypal is to limit my credit card info's exposure. Why does Steam require my credit card in order to update my billing info?

Again, it's late so I could have missed something during my search, but if someone could point me to the right place/solution, it is much appreciated. Thanks in advance.

Valve wants a local payment method with a billing address tied to it from where you are physically living while trying to check out.

Then why even allow the use of Paypal to load wallet funds if a credit card # is ultimately required in order to spend the funds? Makes no sense.
