Steam keep bringing up virtual keyboard via controller input

I kept seeing some virtual keyboard appearing randomly despite me not calling any,
while using the DS4 controller via DS4Windows.
It kept happening, and after checking which process was spawning this keyboard, turned out it was Steam.

So, I went to Steam settings and turned off "Enable STeam input for generic controllers"
And it didn't help!!

Steam still intercepts controller input and brings up that virtual keyboard!

How to stop this, namely how to stop Steam from intercepting controller input?

I think I disabled everything in the Controller section of the settings, and Steam STILL brings up the virtual KB from controller input....
