I don't know how long it has been this way.
It has been this way for at least 3 years.
I have two computers and both have gone quiet when I change the output destination. By the way, those two share the same steam account.
And I get the same symptoms on all steam games.
The output destination for the games that I can see in windows sound settings is [default]. And even if I change that setting, it remains silent.
I would like to know if there is a game that is applicable to your inventory since it is open to the public. Sorry for the inconvenience.
One thing I found out is that you cannot switch the output destination of a game from windows in the settings.
When you start the game, it uses the configured steam output destination and sticks to it.
If you change the steam or game output destination from the settings while playing, it will not apply to the game.
Example.
You can change the output destination from Windows Settings/System/Sound/Volume Mixer.
Before game startup
Default/Earphones
Steam/Speaker
After game startup: steam/speaker
Default/earphone
steam/speaker
game/speaker
Also, after game startup, changing settings here did not apply to the game being played.
To explain the symptoms again, I cannot change the audio output destination during a game. If I disconnect the output destination device, for example by unplugging it, it goes silent when I try to reconnect it.
Restarting the game restores the audio, but we would like to determine why this is happening.
