How do I send the payment to Steam? I can’t send them through PayPal as that it wouldn’t let me

Tell Steam Support that reversing the chargeback on PayPal is impossible and ask for an alternative way of reimbursement.

Please keep in mind that PayPal will be a banned payment method for this account and it's possible that your PayPal account will be blacklisted on Steam for use on other accounts.

And as for letting them know, open a ticket on https://help.steampowered.com if the account alert doesn't contain a contact link.

I cannot cancelled the chargeback, the case is already closed since a month ago when I checked this morning

Edit: Steam support says that it has to be from PayPal in order to dispute
