Steam client and web browser in plain text/not loading css

Both the steam client and website are in plain text when I access it. I tried to use different browsers but it didn't help. Mobile steam app and accessing steam website on my phone is normal though.

I've read several previous posts about this issue but none of the methods mentioned in those posts worked for me.

I'm on the same boat, but only in the steam client.
