I'm pretty sure it says "account name" instead of "user name".
Recover your account:

You must be logged out of all accounts to start the account recovery process.
You don't need access to the email, phone or password currently tied to the hijacked/hacked/stolen/lost account for this to work. Just pick the "I do not have access..." or a similar option when asked.
The recovery process allows you to provide proof of ownership.

This can be a CDkey you've activated on steam, like old orange box cd or other old games, like doom, unreal tournament and so on. Or, a cc number you've used for purchases, or a phone number linked to the account, or a receipt of a topup transaction.
If you don't have that, going through the recovery process will get you stuck on this. Even if you have access to the old email, that's not enough.
