Result 1: Your host file is missing for the internet and you'll need to either do it yourself or have an app for you to do it
Result 2: You have the wrong time set on your computer(not sure if it affects phone) and you'll have to set it to the correct time
It was my wifi too but I think it really depends on where you live, if you try on like a similar device like another computer and it has the same issue maybe it might be that steam is blocked in your country but I believe that if it is something wifi related then it must've been something related to the files related to the internet
(Like for example if you ever had to use VPN to access other things outside of steam and that lead to the files changed)
I would try changing it to OpenDNS 208.67.222.222 or Cloudflare 1.1.1.1
I have to specify the details of my situation though:
1) I live in the EU
2) I don't use VPNs
3) It happened only in the browser not in the Steam Windows app
4) The error was:
Error Reference: Store_9603912_dfd4bb425455a054
Loading CSS chunk 7436 failed.
(error: https://store.steampowered.com/login/css/applications/store/7436.css?contenthash=950d1a8e1e8cb524ff25)
Which is not quite the same as yours
So I did the sensible thing and opened Steam Support (from the Steam Windows app which didn't have the problem); I couldn't find the issue by just browsing because it's somehow hidden who-knows-where but I found it by simply using the search bar, and here it is, the solution to my specific situation: https://help.steampowered.com/en/faqs/view/1F7B-387B-A923-DE2E
Some extensions interfere with the login, and I quickly verified that by trying to access it in a private browser window. I tried disabling them one by one and found that the extension responsible is MetaMask, a crypto wallet. I also had Binance's BNB Chain Wallet extension but it didn't interfere like the other one.
This may not work for you but I just wanted you to know that I did solve it reliably. Whether it will be permanent I still don't know, but every time I disable the extension Steam works and every time I enable the extension Steam stops working.
