Getting a missing license error on free Steam games/demo versions of games

I posted about this some time ago on Reddit but it didn't really reach anyone.

tl;dr I use Steam's console a lot to use download_depot to obtain different builds of free games or demo versions of games, but after the update made to how game demos behave, the command displays a "missing license" error every time.

I'm not sure if this was intentional. Is there a way to contact Valve about this? Maybe I'm just dumb and there's a workaround for this?
