The borderless windowed mode is broken/Picture-in-picture mode is not working.

The borderless windowed mode is broken EVERYWHERE. Whether it's in a game when I'm trying to use something in picture-in-picture mode, or specific apps like OnTopReplica, or even auto-translators like MORT, they just don't work in fullscreen applications... The game/application completely covers other apps running in overlay mode or picture-in-picture mode. HELP!
