What you are talking about violates steams TOS.

You need to get a refund from where you bought it as it sounds like you did not buy from a legit store and buy from steam or one of these sites:

If the store gives you any troubles with a refund like a lot do to prevent you getting your money back from a illegal sale you need to issue a chargeback.

Region locked keys requires you to change your account country, and to do that you have to buy in that country, another layer to that issue is detecting your payment method as well.

So if you buy keys online pay attention to what kind of key if it WW = World wide, or region locked key.

What you can do is ask for refund from store got the key from.
