DLC on their own can not be shared, no. At least not in the old Family Share system.
BUT, the new Steam Family system has the option to select your "preferred copy" if more then one person has the same game in the Steam Family.
So lets say you have Cyberpunk + the Phantom Liberty DLC. Your friend has only the base game.
Your friend has now the option to change the game from their copy to yours and instead play that.
So they use Family Share to play your copy of the game with the DLC instead of their own version without the DLC.

Mind you, all that only works in the new "Steam Family" system that is currently in BETA.
You can opt into the BETA from your Steam settings under "Interface".

I recommend reading the "Steam Family" FAQ before that, it outlines all the perks and restrictions of the new Family Share system.

Hi, how do I access the copy of a family member's game? We are in the steam family beta.

If you both have different versions of the game, as in different DLC then there should be a option to switch right under the INSTALL/PLAY button called "Change preferred copy".
Looks like this: https://prnt.sc/DB9IG1C2KUj_

If there is nothing there even though multiple people in the family own the same game then everyone has the same version with the same DLC so there is no reason to switch to a preferred version.
It will just assign you a currently free license for the game in the family when you press PLAY.

Ah I see. I don't have that option, so maybe the family member don't have the DLC then. But good to know for future! Appreciate the fast response

Does every game has this option? My steam family member has the Elden Ring + Shadow of The Edtree(DLC), we both have the game, but i own only the base game, and there's no option of changing the game copy.

But... how does it works, for example, with Total War: Warhammer 3, that takes DLC from the Total War Warhammer 1 and 2 into account, if you switch to your friends version, will you also be switching to his TW:W1 and TW:W2 DLCs?

I would also like to know. If I own base game and Elspeth, but my friend owns base game and Makai, does he lose Makai if he plays my copy or does he get both?

This thread was quite old before the recent post, so we're locking it to prevent confusion.
