Is this a new feature or a bug or i am getting hacked?

I launched Steam and i saw a windows saying choose an account? or similar message. My skull avatar was on the left side, and there was a big Plus Sign + on the right side. I clicked on my skull avatar and it asked my login info... I didn't enter anything i was really suspicious since this never happened to me before. 30 secs later steam tried to open itself but was full black screen with big blue loading screen on middle. I waited 1 min nothing happened. I killed the steam task and steamwebhelper task from task manager. I launched steam again and it loaded normally to my account and i saw my games etc?

What is happening please? I am worried a bit.

That's the screen that pops up if you've chosen to enable Steam's account switching feature on your computer. If you haven't enabled it, it shouldn't pop up. And since it seemed to be frozen at a loading screen, I would assume that Steam had simply glitched for you. You can scan for viruses if you want to be safe.
